Purpose, Background & Description
We inhabit a country in which youth criminalization and its adverse effects are prevalent. While this problem devastates all youth and their communities, Black and Brown youth are disproportionately impacted. The City of Tempe is not immune to this complex social and institutional problem. To address this issue, the Emerging Youth Movement, in collaboration with the City of Tempe and the City of Tempe Prosecutor’s Office, have decided to introduce a Restorative Justice Diversion program (“RJD”) in the city. The goal of this initiative is to support the replacement of the charging and prosecution of youth arrested for misdemeanors with a specific, community-based approach to harm known as Restorative Community Conferencing (RCC). For the purposes of this program, youth is defined as individuals aged 18 to 25.
RCC provides the opportunity for the youth participant (Defendant, hereinafter “the youth”), person(s) harmed (survivor), family, and community members to come together to discuss the violation, the root cause, and its impact. After mutual understanding is reached, the goal is to develop a consensus-based plan (Restoration Plan) for the youth participant to repair the harm caused to the survivor, family, community, and self. In addition to the plan for repair, each RCC 1 involves self-reflection by all parties, and firm yet supportive accountability culminating in a commitment to help the youth participant overcome existing obstacles and develop strategies to avoid causing harm in the future. It is important to note that RCC can still be conducted even without participation from the person harmed.
By creating spaces where young people are asked to intentionally reflect and hold accountability for the harm they caused, the RJD program helps participants better understand the conditions behind the harm, what it means to make amends, and grow. The process also creates a space for participants to:

listen and respond to the needs of the survivor (in cases where the survivor consented to participate), the person who caused harm, and their communities;

to encourage accountability through personal reflection and collaborative planning;

to integrate the youth participant who caused harm into the community as a valuable and contributing member;

to empower families and/or caregivers- of both youth participant and the harmed party- to address wrongdoing;

and to create caring climates that nourish healthy families and communities.
In addition to Restorative Community Conferencing, the program will provide navigation and referrals to service providers and non-profit organizations in the community that will provide services to support the holistic needs of the youth participant and their families. These resources and services may include but are not limited to, basic needs support such as housing and nutrition, counseling, job development, peer support, substance use treatment, etc.

Professional Summary.
Mark has over 25 years’ experience in managing programs of conflict reconciliation, violence prevention and family building in a wide variety of settings. Mark developed and monitored an Arizona-wide network of Child Welfare Family Support and Child Abuse Prevention programs. At the AZ Department of Child Safety, he facilitated several Restorative Family Conferences which successfully resolved safety issues so that children could stay with family and not go onto foster care. While at the Morrison Institute for Public Policy at Arizona State University, he facilitated large groups of community leaders to develop a Phoenix Violence Prevention Initiative. While in the U.S. Air Force, as the Chief of Social Actions, Mark was responsible for base wide Substance Abuse Control, Investigation of Discrimination Complaints, and Promotion of Positive Human Relations.
Co-Founder and Director of Phoenix Peace Builders. Currently, Mark brings together a diverse group of educators, facilitators and activists to help communities heal from generations of trauma through positive change within and without. Job Description: A Restorative Justice Clinical Director oversees the clinical operations of a restorative justice program, ensuring high-quality delivery of services by managing a team of practitioners, facilitating complex cases, providing clinical supervision, and collaborating with community partners to promote restorative practices within the designated area, all while prioritizing the needs of the persons harmed, the persons who authored harm, and their families within a trauma-informed, diverse, equitable, inclusive, and culturally sensitive framework.
Key Responsibilities:

Lead and supervise a team of restorative justice practitioners, including case management, performance evaluations, and ongoing training.

Provide clinical oversight for all restorative interventions, ensuring adherence to best practices and ethical guidelines.

Conduct intake assessments and risk evaluations for potential participants in restorative justice programs.

Facilitate complex restorative conferences, including victim-offender dialogues, with a focus on accountability, healing, and reconciliation.
Required Qualifications:
